Statewide Ballot Measures: There are two statewide issues on the ballot. We’ve detailed the issues below.
Issue 1: Law enforcement and Civil and criminal trials
Requires Ohio judges to "use factors such as public safety, including the seriousness of the offense, and a person's criminal record" when setting amounts and conditions of bail.
A "yes" vote supports requiring courts to consider factors such as public safety, the seriousness of the offense, a person's criminal record, and a person's likelihood of returning to court when setting the amount of bail.
A "no" vote opposes requiring courts to consider factors such as public safety, the seriousness of the offense, a person's criminal record, and a person's likelihood of returning to court when setting the amount of bail.
Issue 2: Voting Policy Measures
Prohibits local governments from allowing persons who lack the qualifications of an elector to vote in local elections
A "yes" vote supports prohibiting local governments from allowing noncitizens or those who lack the qualifications of an elector to vote in local elections.
A "no" vote opposes prohibiting local governments from allowing noncitizens or those who lack the qualifications of an elector to vote in local elections.

Cuyahoga County:
A renewal of a tax for the benefit of the Cleveland-Cuyahoga County Port Authority for the purpose of providing funds necessary for the Port Authority at a rate not exceeding 0.13 mill for each one dollar of valuation, which amounts to 1.3 cents for each one hundred dollars of valuation, for five years, commencing in 2023, first due in calendar year 2024.
A "yes" vote supports continuing a property tax of $13 per $100,000 of assessed value for five years to provide funding for the Cleveland-Cuyahoga County Port Authority.
A "no" vote opposes continuing a property tax of $13 per $100,000 of assessed value for five years to provide funding for the Cleveland-Cuyahoga County Port Authority.
Cleveland Metropolitan Park District, Ohio, Issue 5, Property Tax Measure (November 2022):
A replacement of a tax for the benefit of the Cleveland Metropolitan Parks District (known as Cleveland Metroparks including the Cleveland Metroparks Zoo) for the purpose of conserving the natural resources of the park district and maintaining, repairing, improving, planning, acquiring, developing, protecting and promoting the use of existing and future lands and facilities, and for any other lawful purpose of the park district at a rate not exceeding 2.7 mills for each one dollar of valuation, which amounts to 27 cents for each one hundred dollars of valuation, for ten years, commencing in 2022, first due in calendar year 2023. An existing levy of 2.7 mills, have one year remaining, will be canceled and replaced upon the passage of this levy.
A "yes" vote supports enacting a property tax of $27 per $100,000 of assessed value to provide funding for the Cleveland Metropolitan Parks District.
A "no" vote opposes enacting a property tax of $27 per $100,000 of assessed value to provide funding for the Cleveland Metropolitan Parks District.
